It's a bit tedious to try to explain it all in detail (you'd pretty much have to explain the first "Silent Hill" game in its entirety), but in short, the land that would later become Silent Hill always possessed a mysterious power. Originally, Native Americans considered the land sacred and they performed rituals there before they were driven away by settlers. This page from the "Translated Memories" site can tell you more:
